The Red River flood crest of 44.3 feet at Grand Forks occurred April 1, during an icestorm. Residents were becoming worried because April, 1997 also began with an icestorm, and a second crest of 45.5 feet was forecast for the following week. The second crest never happened.

The initial forecast (March 3) was 44 feet.

The city of Grand Forks was prepared for a flood crest greater than 45.5 feet. The city built a temporary dike on Belmont Road at 15th St. to protect this low lying area. The "Invisible Floodwall" in East Grand Forks was ready for use. The city of Grand Forks had previously repaired other dikes damaged by the 1997 flood.
