There have been many changes in downtown East Grand Forks. The "Invisible Flood Control Wall" was built to protect downtown. Whitey's reopened after a sixteen month absence. The Blue Moose was moved to a new location. The Holiday Mall was expanded, and is now known as the Riverwalk Center. Cabela's has opened a hunting and fishing store across from the mall. Sacred Heart built a new school to replace the one lost in the flood. A new Campbell Library will be built next the Sherlock Park. The city is building a new City Hall on Demers Avenue at the east edge of downtown.

Blue Moose
On Nov. 6, 1998, the Blue Moose Restaurant was moved from its location by the river to a new location on Second Street. The old location was on the "wet" side of the new floodwall.
